RESOLUTION REAPPOINTING RICHARD P. CAHILL AS CHIEF FINANCIAL OFFICER FOR THE COUNTY OF PASSAIC FOR A THREE (3) YEAR TERM, COMMENCING JANUARY 1, 2026 AND EXPIRING DECEMBER 31, 2028, PURSUANT TO N.J.S.A. 40A:9-28.4

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:9-28.4(a), the Board shall appoint a Chief Financial Officer for a three (3) year term, which term shall run from January 1st of the year in which the appointment is made; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:9-28.4(c), all persons so appointed after July 1, 1996 are required to hold a county finance officer certificate issued in accordance with applicable law; and 

 

                     WHEREAS, pursuant to N.J.S.A. 40A:9-28.4(d), on July 16, 2013, the Board passed Resolution No. R2013472, designating Richard P. Cahill as temporary Chief Financial Officer for a one (1) year term; and

 

                     WHEREAS, on March 25, 2014, the Board passed Resolution No. R20140206, appointing Richard P. Cahill as the County’s Chief Financial Officer until December 31, 2016; and

 

                     WHEREAS, on December 13, 2016, the Board passed Resolution No. R20160990, reappointing Richard P. Cahill as Chief Financial Officer for a three (3) year term, beginning January 1, 2017 and expiring December 31, 2019; and

 

                     WHEREAS, on December 10, 2019, the Board passed Resolution No. R20191103, reappointing Richard P. Cahill as Chief Financial Officer for a three (3) year term, commencing January 1, 2020 and expiring December 31, 2022; and

 

WHEREAS, on December 27, 2022, the Board passed Resolution No. R-22-1200, reappointing Richard P. Cahill as Chief Financial Officer for a three (3) year term, commencing January 1, 2023 and expiring December 31, 2025; and

 

                     WHEREAS, Richard P. Cahill successfully completed the prescribed courses and holds the prerequisite County finance officer certificate, issued in accordance with applicable law; and

 

                     WHEREAS, the Passaic County Administrator is recommending reappointment of Richard P. Cahill as the County’s Chief Financial Officer for a three (3) year term, effective January 1, 2026 until December 31, 2028; and

 

                     WHEREAS, this matter was discussed by the Administration and Finance Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:9-28.4(a), the Board of County Commissioners of the County of Passaic reappoints Richard P. Cahill as Chief Financial Officer for the County of Passaic for a three (3) year term, commencing January 1, 2026 and expiring December 31, 2028.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
