RESOLUTION AMENDING RESOLUTION NO. 24-1040 AUTHORIZING UPDATE OF THE PARKS AND RECREATION PERMIT INFORMATION PACKET, PURSUANT TO N.J.S.A. 40:32-7.7, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and  

 

WHEREAS, pursuant to N.J.S.A. 40:32-7.7 the Board operates and maintains over sixteen thousand (16,000) acres of preserved open space and recreational facilities as part of the Passaic County Park System, through the Department of Parks and Recreation (hereafter “Department”); and

 

WHEREAS, pursuant to N.J.S.A. 40:32-7.12, the Board may by resolution, make, alter, amend, and repeal rules and regulations for the supervision, regulation, and control of all activities carried on, conducted, sponsored, arranged, or provided for in connection with the Passaic County Park System, and may prescribe and enforce fines and penalties for the violation of any such rule or regulation; and

 

WHEREAS, on December 12, 2023, the County adopted Resolution No. R-23-1173, amending Resolution No. R-22-1144 dated December 13, 2022, itself an amendment of Resolution No. R20211170 authorizing updates to the Parks and Recreation information packet; and

 

WHEREAS, on November 18, 2024, the County adopted Resolution No. R-24-1040 amending Resolution No. R-23-1173 to include updates to the Park Permit Information Packet specifying numerous changes; and

 

WHEREAS, the Director of Parks and Recreation is recommending an amendment, attached herein, to Resolution No. R-24-1040 to include updates to the Park Permit Information Packet specifying the following changes: 1) additional language for emergency one day permits for summer camps, 2) language on lightning safety policy, 3) new policy and procedures for acquisition of Extra Duty Solutions sheriff officer event coverage, 4) language pertaining to ambulances for Cross Country Meets, 5) additional language stipulating that each food truck permit must submit applicable health and fire licenses for the town in which they are attempting to acquire a food truck permit, 6) changed policy and procedure regarding acquisition of Port-a-johns for large-scale event permits; and

 

 WHEREAS, this matter was discussed at the November 25, 2024, Public Works Committee and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:32-7.7 et seq. that the Board of County Commissioners of the County of Passaic authorizes the amendment of Resolution No. R-24-1040 to include updates to the Park Permit Information Packet specifying the changes as listed above.

 

                     LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution Nos. R20211170, R-22-1144, R-23-1173, and R-24-1040 remain in full force and effect.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Board of County Commissioners, and Purchasing Agent are authorized to take any other action necessary to carry out the purpose of this Resolution.
