RESOLUTION AUTHORIZING AMENDMENTS TO THE PASSAIC COUNTY CODE BLUE ALERT PLAN, PURSUANT TO N.J.S.A. APP A:9-43.19

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (“Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to N.J.S.A. App. A:9-43.19, the County has established the Passaic County Code Blue Alert Plan (“Code Blue Alert Plan”) to help ensure that at-risk individuals are protected from weather-related exposure and possible death; and
WHEREAS, the Director of the Department is requesting that the Code Blue Alert Plan to be amended to change all occurrences of “Passaic County Board of Chosen Freeholders” to read “Passaic County Board of County Commissioners,” and also change all occurrences of “warming shelter” and “warming shelters,” to read “warming center” and “warming centers,” respectively; and
WHEREAS, the Director of the Department is further requesting that the Code Blue Alert Plan to be amended at Article IV(g) and Article IX to clarify that the Department may work with non-profit and/or government partners; and
WHEREAS, this matter was presented for the October 14, 2026, Health and Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. App A:9-43.19, the Board of County Commissioners of the County of Passaic authorizes the following revisions to the Passaic County Code Blue Alert Plan (added language underlined):
• All occurrences of “Passaic County Board of Chosen Freeholders” shall be amended to read “Passaic County Board of County Commissioners”; and
• All occurrences of “warming shelter” and “warming shelters,” shall be amended to read “warming center” and “warming centers,” respectively; and
• Article IV shall be amended at Paragraph (g) to clarify that Department shall inform “… all government and/or non-profit partners operating warming centers of the declaration of a Code Blue Alert”; and
• The first sentence of Article IX shall be amended to clarify that the “The Director of the Department of Human Services shall be responsible for securing non-profit and/or government partners to act as warming centers in the event of a Code Blue Alert Declaration.”
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, Director of the Department, and County Counsel are authorized to take any actions necessary to carry out the purpose of this Resolution.
