RESOLUTION AUTHORIZING THE CITY OF PATERSON TO REALLOCATE THEIR 2023 OPEN SPACE PARK DEVELOPMENT AWARD IN THE AMOUNT OF $250,000 FROM THE ORIGINALLY AWARDED LOU COSTELLO POOL PROJECT TO THE BUCKLEY PARK SPLASH PAD PROJECT.

WHEREAS, the Board of County Commissioners of the County of Passaic (hereafter “Board”) created an Open Space, Farmland and Historic Preservation Trust Fund Program (hereafter “Program”) in conformity with the will of the voters in the 1996 election, as authorized by N.J.S.A. 40:12-15.2; and
WHEREAS, the purpose and goals of the above is to achieve, in partnership with others, a system of interconnected open spaces, whose protection will preserve and enhance New Jersey’s natural environment and its historic, scenic, and recreational resources for public use and enjoyment; and
WHEREAS, pursuant to the mandates of the Program, the said Board did approve and appoint an Open Space, Farmland and Historic Preservation Trust Fund Advisory Committee (hereafter “the Committee”) to study the open space issue and make recommendations concerning the distribution of funds to worthy applicants; and
WHEREAS, the City of Paterson (hereafter “the city”) was originally $250,000 in 2023 for a proposed remodeling of the Pool at Lou Costello Park; and
WHEREAS, the city is now requesting that the grant award be reallocated to a splash pad project at Buckley Park; and
WHEREAS, the city cites that the ongoing construction of water tanks at the Levine Reservoir is preventing the original pool modeling project from proceeding, as the site is being used as a construction staging area for the project; correspondence and materials from the city are attached; and
WHEREAS, the Board is desirous of approving this request, because the proposal furthers the intent and purpose of the County’s Open Space Program; and
WHEREAS, the matter was discussed at the July 30, 2026, meeting of the Planning and Economic Development Committee and is recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, for the reasons set forth above, the Board of County Commissioners of the County of Passaic hereby authorizes the City of Paterson to reallocate their 2023 Open Space Open Park Development Award in the amount of $250,000 from the originally awarded Lou Costello Pool Project to the Buckley Park Splash Pad Project; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board of County Commissioners, Director of the Board, County Counsel, and the Director of Planning are hereby authorized to execute the appropriate agreements in connection with the above.
