RESOLUTION AUTHORIZING THE DIVISION OF WEATHERIZATION AND HOME ENERGY TO ACCEPT AN AMENDMENT INCREASE AND ONE (1)-YEAR TERM EXTENSION FOR THE LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM WEATHERIZATION 2024 GRANT FROM THE STATE OF NEW JERSEY, DEPARTMENT OF COMMUNITY AFFAIRS, PURSUANT TO N.J.S.A. 40A:5-30.

WHEREAS, the County of Passaic (hereafter "County") is a body politic and corporate pursuant to N.J.S.A. 40:18-1, et seq., and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter "Board") is vested with decision-making powers on behalf of the County; and

 

WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services, administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and

 

WHEREAS, the United States Department of Health and Human Services, Division of Energy Assistance, administers grant funding to local government units through its Low-Income Home Energy Assistance Program (hereafter “LIHEAP”); and

 

WHEREAS, on February 2, 2024, pursuant to Resolution R-24-38, the Board authorized the Division to apply for and accept the LIHEAP Weatherization 2024 Grant in the amount of one hundred ninety-two thousand four hundred sixty eight and 00/100 ($192,468.00) dollars; and

 

WHEREAS, the Division is requesting a resolution to accept a one hundred seventy two thousand two hundred nineteen and 86/100 ($172,219.86) dollar grant amendment increase, increasing the LIHEAP Weatherization 2024 grant from one hundred ninety two thousand four hundred sixty eight and 00/100 ($192,468.00) dollars to three hundred sixty four thousand six hundred eighty seven and 86/100 ($364,687.86) dollars; and

 

WHEREAS, the Division is also requesting a one (1)-year extension to the original grant period of October 1, 2023 through December 31, 2024, increasing the term end date to December 31, 2025; and

 

WHEREAS, the purpose of this program is to implement energy conservation measures in low-income households in Passaic County, thereby reducing their home energy burden. The target area served by this grant includes all of Passaic County, and eligible participants include households whose income is at or below 200% the Federal Poverty Level, by household size, as well as households meeting categorical eligibility criteria specified by the Weatherization Assistance Program; and

 

WHEREAS, this grant is Federally-funded; and

 

WHEREAS, this matter was discussed at the January 14, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval;

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:5-30, the Board of County Commissioners of the County of Passaic (hereafter "Board") authorizes the Division to accept a one hundred seventy two thousand two hundred nineteen and 86/100  ($172,219.86) dollar grant amendment increase, increasing the LIHEAP Weatherization 2024 grant amount from one hundred ninety two thousand four hundred sixty eight and 00/100 ($192,468.00) dollars to three hundred sixty four thousand six hundred eighty seven and 86/100 ($364,687.86) dollars and a one (1)-year term extension to the original grant period of October 1, 2023 through December 31, 2024, increasing the term end date to December 31, 2025 from the State of New Jersey, Department of Community Affairs; and

 

LET IT BE FURTHER RESOLVED that the Clerk to the Board, Director of the Board, County Counsel and Director of the Board of County Commissioners are authorized to take any other steps necessary to carry out the purpose of this Resolution.
