RESOLUTION AMENDING RESOLUTION NO. R-25-27 AUTHORIZING THE COUNTY TO APPLY FOR A GREEN ACRES LOAN AND A STEWARDSHIP GRANT FROM THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION, GREEN ACRES PROGRAM, FOR THE LAMBERT CASTLE HISTORIC LANDSCAPE RESTORATION PHASE II PROJECT, TO REFLECT THE CORRECT GRANT REQUEST AMOUNT

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, on January 21, 2025, the Board approved Resolution R-25-27 authorizing the County to apply for a Green Acres Loan and a Stewardship Grant from the New Jersey Department of Environmental Protection, Green Acres Program, for the Lambert Castle Historic Landscape Restoration Phase II Project; and
WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program (“State”), provides grants and/or loans to municipal and county governments and grants to nonprofit organizations for assistance in the acquisition, development, and stewardship of lands for outdoor recreation and conservation purposes; and
WHEREAS, the Board of County Commissioners desires to amend Resolution No. R-25-27 to reflect the correct Green Acres grant amount of two million five hundred fifty thousand dollars ($2,550.000.00); and
WHEREAS, the County desires to further the public interest by obtaining a Green Acres grant in the amount of two million five hundred fifty thousand dollars ($2,550.000.00) in the form of a stewardship grant from the State to fund the Lambert Castle Historic Restoration Phase II Project, which will include the restoration of the granite retaining wall, garden balcony, and walking paths, preserving the site’s historic integrity while improving accessibility and safety for visitors; and
WHEREAS, the State will determine if the application is complete and in conformance with the scope and intent of the Green Acres Program, and notify the applicant of the amount of the funding award; and
WHEREAS, the County is willing to use the State’s funds in accordance with such rules, regulations, and applicable statutes, and is willing to enter into an agreement with the State for the above-named project; and
WHEREAS, if awarded, the County agrees to provide its matching share to the Green Acres funding request, if any; and
WHEREAS, this matter was discussed at the April 9, 2025 Public Works Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby declares that Matthew P. Jordan, County Administrator, is hereby authorized to:
1. Apply for a Green Acres Stewardship grant in the amount of two million five hundred fifty thousand dollars ($2,550.000.00) from the New Jersey Department of Environmental Protection, Green Acres Program to fund the Lambert Castle Historic Landscape Restoration Phase II Project;
2. Provide additional application information and furnish such documents as may be required; and
3. Act as the authorized correspondent of the County.
LET IT BE FURTHER RESOLVED, that the County agrees to provide its matching share to the Green Acres funding request, if a match is required, in the amount of eight-hundred fifty thousand dollars ($850,000.00).
LET IT BE FURTHER RESOLVED, in the event the State’s funds are less than the total project cost specified above, the applicant has the balance of funding necessary to complete the project.
LET IT BE FURTHER RESOLVED, that the County agrees to comply with all applicable federal, state, and local laws, rules, and regulations in its performance of the project.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, Director of Cultural & Historic Affairs, and the Director of the Board are authorized to take any actions necessary to carry out the purpose of this resolution.
LET IT BE FURTHER RESOLVED, that all other terms and conditions set forth in Resolution R-25-27, to the extent not inconsistent with this Resolution, shall remain in full force and effect
LET IT BE FURTHER RESOLVED, that this resolution shall take effect immediately.
