RESOLUTION AMENDING RESOLUTION NO. R-24-1123 EXERCISING THIRD ONE-YEAR OPTION TO RENEW UNDER RFP-22-003, RFP-22-013, AND RFP-22-024 TO APPROVED VENDORS TO PROVIDE SOCIAL SERVICES FOR THE HOMELESS, TRANSPORTATION, AND INTENSIVE CASE MANAGEMENT PROGRAMS AND HOMELESS PREVENTION PROGRAMS FOR CALENDAR YEAR 2025, TO AUTHORIZE ADDITIONAL ONE-YEAR OPTION RENEWALS UNDER RFP-22-003, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b), specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R20190286, dated March 26, 2019, authorizing the Department to initiate the RFP process to procure services related to social services; and

 

WHEREAS, on January 20, 2022, the Purchasing Agent unsealed responses to RFP-22-003, Various Projects to be Funded Under Passaic County Social Services for the Homeless (SSH) Transportation (TS) and Intensive Case Management (ICM) Grants Administered by the County of Human Services (“RFP-22-003”); and

 

WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-22-003, and in a memorandum dated February 3, 2022, recommended an award of contract to approved vendors, which was approved by the Board in Resolution No. R-22-0126, dated February 22, 2022, and amended by Resolution No. R-22-0788, dated September 6, 2022, with up to three (3) one-year options to renew, to provide social services for the homeless, transportation, and intensive case management programs to various approved vendors; and

 

WHEREAS, the Board exercised the first option to renew contracts with various approved vendors for the calendar year 2023 under Resolution No. R-22-1223, dated December 27, 2022; and

 

WHEREAS, the Board exercised the second option to renew contracts with various approved vendors for the calendar year 2024 under Resolution No. R-23-1198, dated December 2, 2023; and

 

WHEREAS, the Board exercised the third option to renew contracts with various approved vendors for the calendar year 2025 under Resolution No. R-24-1123, dated December 10, 2024; and

 

WHEREAS, the Director of the Department is requesting that Resolution No. R-24-1123 be amended to exercise the one-year option to renew contracts with the following additional approved vendors under RFP-22-003 for calendar year 2025, from January 1, 2025, to December 31, 2025, as follows:

 

Salvation Army - Congregate Feeding:  $28,175.00.

Oasis - Congregate Feeding:  $45,000.00; and

 

WHEREAS, all contracts awarded are subject to the availability and appropriation of funds, and the Department reserves the right to adjust program offers consistent with available funding levels, and further reserves the right to conduct an interview with all potential service providers prior to the award of contracts; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the all of the above-described vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying they are not involved in prohibited activities in Russia and Belarus, and the County confirmed said vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, this matter was discussed at the January 14, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby amends Resolution No. R-24-1123 to exercise the one-year option to renew contracts with the following additional approved vendors under RFP-22-003,Various Projects to be Funded Under Passaic County Social Services for the Homeless (SSH) Transportation (TS) and Intensive Case Management (ICM) Grants Administered by the County of Human Services, for calendar year 2025, from January 1, 2025, to December 31, 2025, as follows:

 

Salvation Army - Congregate Feeding:  $28,175.00; and

Oasis - Congregate Feeding:  $45,000.00.

 

LET IT BE FURTHER RESOLVED, that all other terms and conditions set forth in Resolution No. R-24-1123, to the extent not inconsistent with this Resolution, shall remain in full force and effect.

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
