RESOLUTION AUTHORIZING THE DEPARTMENT OF HEALTH SERVICES TO APPLY FOR AND ACCEPT ADDITIONAL GRANT FUNDING FROM THE NEW JERSEY DEPARTMENT OF HEALTH TO SUPPORT THE CONTINUATION OF THE OVERDOSE FATALITY REVIEW TEAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

                     WHEREAS, through the Overdose Fatality Review Teams (“OFRT”) Grant Program, the New Jersey Department of Health (“NJDOH”) supports the operations of local health departments and their OFRTs, which review overdose deaths and provide additional data regarding overdose decedents as well as make policy recommendations; and

 

                     WHEREAS, on August 11, 2026, the Board adopted Resolution No. R-26-0700, authorizing the Department to apply for and accept an OFRT grant from the NJDOH in the amount of seventy-five thousand dollars ($75,000.00) for the period from July 1, 2026 to June 30, 2027; and

 

WHEREAS, the NJDOH has advised that the County is eligible for an additional eighteen thousand dollars ($18,000.00) in federal Overdose Data to Action grant funding as an amendment to the above-described grant, for the period from October 1, 2026 to June 30, 2027, increasing the total award under this grant to ninety-three thousand dollars ($93,000.00); and

 

                     WHEREAS, these additional grant funds will support the continuation of the County’s OFRT, which serves residents countywide, and shall be utilized for Activity Code RPP (Response Planning Protocol), including jurisdictional overdose response planning, partner engagement and convenings, data-informed planning, development and/or exercise of an overdose response plan, quality improvement activities, required program/site visits, and grant reporting; and

 

WHEREAS, this matter was discussed at the September 30, 2026 meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services to apply for and accept an additional eighteen thousand dollars ($18,000.00) in federal Overdose Data to Action grant funding as an amendment to the County’s existing Overdose Fatality Review Teams Program grant from the New Jersey Department of Health, for the period from October 1, 2026 to June 30, 2027, increasing the total award under this grant to ninety-three thousand dollars ($93,000.00)

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department, and Director of the Board are authorized to take any other action necessary to carry out the purpose of this Resolution, including executing any required grant amendments.
