RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, DIVISION OF WEATHERIZATION AND HOME ENERGY, TO ACCEPT A GRANT INCREASE FROM THE STATE OF NEW JERSEY, DEPARTMENT OF COMMUNITY AFFAIRS, FOR THE DEPARTMENT OF ENERGY 2024 WEATHERIZATION GRANT, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and
WHEREAS, on October 22, 2024, the Board adopted Resolution No. R-24-935, authorizing the Division to apply for and accept a grant from the State of New Jersey, Department of Community Affairs, consisting of the Department of Energy Weatherization 2024 Grant, in the amount of four hundred eighty nine thousand fifteen and 00/100 dollars ($489,015.00) for the period of July 1, 2024 through June 30, 2025; and
WHEREAS, the Division now seeks permission to apply for and accept an increase to the Department of Energy Weatherization 2024 Grant in the amount of three hundred sixty-one thousand nine hundred ten and 38/100 dollars ($361,910.38), which would bring the total award to eight-hundred fifty thousand nine hundred twenty-five and 38/100 dollars ($850,925.38) for the period of July 1, 2024 through June 30, 2025; and
WHEREAS, this is an existing program presently administered by the Division, and the grant is federally funded; and
WHEREAS, there is no dollar match required to accept this increased award; and
WHEREAS, this matter was discussed at the December 17, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:5-30, the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Division to apply for and accept an additional three hundred sixty-one thousand nine hundred ten and 38/100 dollars ($361,910.38) in grant funding under the Department of Energy Weatherization 2024 Grant from the State of New Jersey, Department of Community Affairs (“NJDCA”), bringing the total grant award to eight-hundred fifty thousand nine hundred twenty-five and 38/100 dollars ($850,925.38) for the period of July 1, 2024 through June 30, 2025;.
LET IT BE FURTHER RESOLVED that the Board acknowledges and accepts that the NJDCA may offer a lesser or greater amount and therefore, upon receipt of an amended grant agreement from the NJDCA, does further authorize the execution of any such amended grant agreement and also, upon receipt of the fully executed amended agreement from the NJDCA does further authorize the expenditure of funds pursuant to the terms of the agreement between the Board and the NJDCA.
LET IT BE FURTHER RESOLVED, that the persons whose names and titles appear below are authorized to sign all necessary documents on behalf of the County of Passaic, and authorizes the Director of the Board and Clerk of the Board and any other County Officials to execute the necessary agreements accordingly, and that they or their successors in said titles are authorized to sign the agreement and any other documents necessary in connection therewith:
