RESOLUTION QUALIFYING VENDOR AND AWARDING CONTRACT FOR RFQ-26-069: EXPAND POOL WEATHERIZATION ASSISTANCE PROGRAM: RESIDENTIAL INSULATION AND VENTILATION REPAIR AND INSTALLATION WITH OTHER ENERGY CONSERVATION MEASURES ON AN AS-NEEDED BASIS BY THE DIVISION OF WEATHERIZATION, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., the Purchasing Agent issued RFQ-26-069: Weatherization Assistance Program (WAP): Residential Insulation and Ventilation Repair and Installation with other Energy Conservation Measures (hereafter “RFQ-26-069”), seeking qualifications for a pool of qualified contractors to provide professional weatherization remediation services consisting of insulation, ventilation, and related work activity for residents of the County; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for RFQ-26-069 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, Trinity Property Preservation of East Orange, NJ submitted a proposal to RFQ-26-069 that included 4 of the 4 categories, A through D, reflecting pricing that is compatible with the WAP guidelines, which was reviewed by the Evaluation and Review Committee and is being recommended for qualification by the Board to be used to provide insulation, ventilation and related work activity for the Division;
WHEREAS, the term of the contract awarded through RFQ-26-069 is to commence upon award of contract through December 31, 2026; and
WHEREAS, the Director of the Division is requesting that an amount not to exceed Two hundred thirty thousand and 00/100 ($230,000.00) dollars be appropriated by the Board for the Division to the contract awarded under RFQ-26-069 on an as-needed basis for the period to commence upon award through December 31, 2026; and
WHEREAS, funds are available in Account Nos. G-01-41-708-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the April 15, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is qualifying Trinity Property Preservation of East Orange, NJ to provide insulation, ventilation and related work activity under RFQ-26-069, for 4 of the 4 categories (categories A through D) to commence upon award of contract through December 31, 2026.
LET IT BE FURTHER RESOLVED, that the Board is appropriating an amount not to exceed Two hundred thirty thousand and 00/100 ($230,000.00) dollars to be used on an as-needed basis for the contract entered into under RFQ-26-069 during the period to commence upon award of contract through December 31, 2026.
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall publish on the Public Notices page of the County’s website, a brief notice stating the nature, duration, service, and amount of the contract to Trinity Property Preservation, and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, County Counsel, Director to the Weatherization & Home Energy Division, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this Resolution.
