RESOLUTION AUTHORIZING THE ADVERTISEMENT OF THE NOTICE TO AMEND THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT 2019 ACTION PLAN FOR CDBG-CV3 TO FUND A GENERATOR FOR THE WOODLAND PARK LIBRARY, AS AUTHORIZED BY 24 CFR SECTION 91.105

WHEREAS, the Passaic County Board of County Commissioners (hereafter Board”), adopted Resolution R-2017-0630 on July 18, 2017, which created the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR, Section 91.105, for the community at large; and
WHEREAS, the Plan, and adopted amendments, allows for a five (5) day period of review of the action to be taken by the Board on the substantial amendment to the Community Development Block Grant (hereafter “CDBG”) 2019 Action Plan to recommend funding from the CDBG CV3 program for the purchase and installation of a generator for the Woodland Park Library; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has reviewed the scope of work for the Woodland Park Library renovation which includes the purchase and installation of a generator to provide a warming center for Woodland Park residents during disasters, and severe weather events and considers the project to be in the best interest of the residents of Passaic County and recommends the reprogramming of funds from CDBG CV3; and
WHEREAS, the Department seeks to publish an advertisement (note attached) in a newspaper of local circulation, announcing the proposed substantial Amendment of the CDBG CV3 Action Plan and the reprogramming of unobligated funding of $260,000 from CDBG CV3 to fund the project for a five (5) day public review period; and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on March 13, 2024, and was recommended to the full Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, by the Board of County Commissioners of the County of Passaic (hereinafter “Board”), pursuant to 24 CFR, Section 91.105, the Clerk to the Board is hereby authorized to publish, in a newspaper of local circulation, notice of a substantial amendment to the CDBG CV3 Action Plan and the reprogramming of funds from CDBG CV3 to fund the implementation of the Woodland Park Library Generator Project.
