RESOLUTION AUTHORIZING APPOINTMENTS TO THE PASSAIC COUNTY YOUTH SERVICES COMMISSION FOR CALENDAR YEAR 2026, PURSUANT TO N.J.A.C. 13:90-2.4

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, pursuant to N.J.A.C. 13:90-2.3(a), the County established a Youth Services Commission to plan, implement, monitor, and evaluate community-based sanctions and services for juveniles adjudicated or charged as delinquent and delinquency prevention programs, consistent with the provisions of N.J.A.C. 13:90-3, including preparation of the triennial comprehensive plans, updates, and funding applications provided for in N.J.A.C. 13:90-3.11; and

 

                     WHEREAS, the membership of the Passaic County Youth Services Commission is established pursuant to N.J.A.C. 13:90-2.4, et seq., and shall consist of no fewer than twenty-three (23) voting members as set forth therein; and

 

                     WHEREAS, a Juvenile Justice Commission Court Liaison shall be a non-voting ex-officio member of a county youth services commission, and one representative of each of the following State agencies may sit on a youth services commission as non-voting ex-officio members: the Department of Human Services; the Department of Labor and Workforce Development; the Department of Education; the Department of Health; the Department of Community Affairs; and the Department of Children and Families; and

 

                     WHEREAS, appointments pursuant to N.J.A.C. 13:90-2.4(a)17-23 shall be made in such a way as to fulfill the objective that membership of a county youth services commission reflects the racial, ethnic, and cultural demographic make-up of the youth in the county served by the sanctions, services, and delinquency prevention programs planned, implemented, monitored, and evaluated by the commission; and

 

                     WHEREAS, the Director of Human Services is recommending to make various appointments to the Passaic County Youth Services Commission for calendar year 2026, as set forth in Schedule A, attached hereto and made part of this Resolution; and

 

                     WHEREAS, this matter was presented for the March 11, 2026, Administration and Finance Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.A.C. 13:90-2.4, the Board of County Commissioners of the County of Passaic makes various appointments to the Passaic County Youth Services Commission for calendar year 2026, as set forth in Schedule A.

 

                     LET IT BE FURTHER RESOLVED, that pursuant to N.J.A.C. 13:90-2.4(c), each voting member of the Passaic County Youth Services Commission may be represented by a designee who is qualified by knowledge and/or experience to perform the duties of a member of the Youth Services Commission, and the names of such designees shall be submitted to the Chairperson of the Youth Services Commission, annually.

 

                     LET IT BE FURTHER RESOLVED, that in accordance with N.J.A.C. 13:90-2.4(f), if a single voting member fulfills two roles identified at N.J.A.C. 13:90-2.4(a)1-23, then that voting member shall only have one vote.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
