RESOLUTION TO AMEND RESOLUTION R-25-1256, DATED DECEMBER 29, 2025, TO CHANGE ACCOUNT NUMBER FOR CERTIFICATION OF FUNDING FOR THE MOBILE FOOD PANTRY PROGRAM OPERATED BY CUMAC ECHO, INC. UNDER RFP 24-017, SUBJECT TO THE AVAILABILITY OF FUNDS.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and

 

                     WHEREAS, pursuant to Resolution R-25-1256, dated December 29, 2025, the Board authorized exercising the second one-year option to CUMAC ECHO, INC. to operate a mobile food pantry to provide food distribution to the residents of Passaic County and to operate a temporary assistance navigation to Passaic County residents from January 1, 2026 to December 31, 2026 under RFP-24-017; and

 

                     WHEREAS, the purpose of this resolution is to amend R-25-1256, dated December 29, 2025, to change the account number from 6-01-27-160-001-213 to account number G-01-41-818-026-213 for certification of funding; and

                     

                     WHEREAS, the first allocation of this award shall be in the amount of $39,182.00; the remaining allocation(s) up to a total of $77,875.090 for the Mobile Food Pantry portion of this award will be authorized when remaining funding is received from the New Jersey Department of Community Affairs; and

 

                     WHEREAS, the award of $31,500.00 for Temporary Assistance Navigation remains as awarded under the original resolution; and

 

                     WHEREAS, the total amount of this expenditure is $39,182.00; and

 

                     WHEREAS, funds are available in Account No. G-01-41-818-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and

 

                     WHEREAS, this matter was discussed at the March 11, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-25-1256, dated December 29, 2025, to change the account number from 6-01-27-160-001-213 to account number G-01-41-818-026-213 for certification of funding for the Mobile Food Pantry program operated by CUMAC ECHO, Inc. under RFP-24-017 for a total expenditure amount of $39,182.00; and

 

                     LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution R-25-1256, dated December 29, 2025, remain in full force and effect; and

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
