RESOLUTION INCREASING CONTRACT CEILING TO NEW HOPE INTEGRATED BEHAVIORAL HEALTHCARE, INC. UNDER RFP-22-005 FOR THE DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES, TO PROVIDE RESIDENTIAL TREATMENT SERVICES FOR PASSAIC COUNTY RESIDENTS FOR THE REMAINDER OF CALENDAR YEAR 2025, PURSUANT TO N.J.A.C. 5:30-11.6, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”), Division of Mental Health and Addiction Services, provides addiction prevention and recovery support services for Passaic County residents; and
WHEREAS, by Resolution No. R-24-1127, dated December 10, 2024, the Board authorized the award of fifty-nine thousand four hundred and 00/100 ($59,400.00) dollars to New Hope Integrated Behavioral Healthcare, Inc. to provide residential treatment services for Passaic County residents, under RFP-22-005; and
WHEREAS, due to the identification of four (4) additional eligible youths from Passaic County, the Director of the Department is requesting a Resolution to increase the contract ceiling of award to New Hope Integrated Behavioral Healthcare, Inc. by $19,520.00 for Calendar Year 2025; and
WHEREAS, this funding revision ensures continuity of care and appropriate residential placement for the additional County youths identified in need of short-term stabilization and treatment services; and
WHEREAS, this adjustment will bring the total award amount to $78,920.00 for New Hope Integrated Behavioral Healthcare, Inc.; and
WHEREAS, pursuant to N.J.A.C. 5:30-11.6, the County can authorize contract modifications for professional services and extraordinary unspecifiable services, when the change is within the scope of activities of the original contract, and not for the purpose of undertaking new or different work or projects; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 5-01-27-162-002-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 2, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.A.C. 5:30-11.6, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Department of Human Services, Division of Mental Health and Addiction Services, to increase the contract ceiling of the award under RFP-22-005 for New Hope Integrated Behavioral Healthcare, Inc. by $19,520.00 for a total award amount of $78,920.00 to provide residential treatment services for Passaic County residents for the remainder of Calendar Year 2025; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, the Director of the Board, and Chief Financial Officer for the County of Passaic are authorized to take all necessary action to carry out the purpose of this resolution.
