RESOLUTION EXERCISING THE THIRD AND FINAL OPTION YEAR TO RENEW UNDER RFP-23-004 TO APPROVED VENDORS TO PROVIDE HOME ASSISTANCE SERVICES AND  SERVICES FOR THE DISABLED IN CALENDAR YEAR 2026, PURSUANT TO N.J.S.A. 40A:11-4.1, ET.SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereinafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and

 

                      WHEREAS, the Board approved an original award by Resolution No. R-22-1210, dated December 27, 2022, the first option year by Resolution R-23-1143, dated December 12, 2023, and the second option year by Resolution R-24-1209, dated December 30, 2024, authorizing funding to the following agencies to provide home assistance services and services for the disabled in the total amount of $158,000.00, as follows under RFP-23-004:

 

HomeCare Options - $50,000.00

The ARC of Bergen and Passaic Counties, Inc. - $54,000.00

DIAL, Inc. - $54,000.00

 

WHEREAS, the Director of the Department is requesting that the third and final option year to renew under RFP-23-004 be exercised to the agencies listed above in the amount of one hundred fifty-eight thousand and 00/100 ($158,000.00) to provide home assistance services and services for the disabled; and

 

WHEREAS, funds are available in Account No. 6-01-30-204-006-213, any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and  the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2025 and/or subsequent years’ County budget(s); and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, this matter was discussed at the December 2, 2025, meeting of the Health and Human Services Committee is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the third and final option year to renew under RFP-23-004 to the following agencies to provide home assistance services and services for the disabled in calendar year 2026 (January 1 - December 31, 2026) in the total amount of 158,000.00:

 

HomeCare Options - $50,000.00

The ARC of Bergen and Passaic Counties, Inc. - $54,000.00

DIAL, Inc. - $54,000.00

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board, and Director of the Department are authorized to take any action necessary to carry out the purpose of this Resolution.
