RESOLUTION AUTHORIZING A THIRD NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2019 WOODLAND PARK LIBRARY AMERICANS WITH DISABILITIES ACT COMPLIANT BATHROOM PROJECT UNTIL DECEMBER 31, 2025

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the rules and regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2019 Annual Action Plan via Resolution R-2019-0591 on June 25, 2019; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2019 Annual Action Plan to the Borough of Woodland Park (hereafter “Borough”) for $60,000.00 to implement the Woodland Park Library Americans with Disabilities Act Compliant Bathroom Project; and
WHEREAS, the Board adopted Resolution R-2021-0773 dated August 10, 2021, to provide a first no-cost time extension of the CDBG FY 2019 Woodland Park Library ADA Compliant Bathroom Project until December 31, 2021; and
WHEREAS, the Board adopted Resolution R-22-0708 dated July 19, 2022, to provide a second no-cost time extension of the CDBG FY 2019 Woodland Park Library ADA Compliant Bathroom Project until December 31, 2023; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached Council resolution No. 24-085, that the Borough has been delayed in the implementation of the project due to a significant delay in the award of a NJ State matching grant for the project and a delay in the issuance of the bid document and is requesting that the CDBG FY 2019 grant award be extended for the third time to December 31, 2025 to permit the Borough the time to complete the project; and
WHEREAS, this matter was discussed at the March 13, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents.
NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the third no-cost time extension of the Community Development Block Grant Program FY 2019 grant to the Borough of Woodland Park to December 31, 2025, as set forth above; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
