RESOLUTION AUTHORIZING THE USE OF COMPETITIVE CONTRACTING TO PROCURE A CONSULTANT TO CONDUCT A MANAGEMENT ENHANCEMENT REVIEW PROGRAM FOR THE COUNTY’S DEPARTMENT OF HEALTH SERVICES, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(m) specifically authorizes the County to utilize competitive contracting to procure consulting services; and
WHEREAS, the County desires to use competitive contracting to procure a consultant to conduct a management enhancement review program for the County’s Department of Health Services, which requires a resolution from the Board authorizing same in accordance with N.J.S.A. 40A:11-4.3(a); and
WHEREAS, this matter was discussed at the July 29, 2026, Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic authorizes the use of competitive contracting to procure a consultant to conduct a management enhancement review program for the County’s Department of Health Services.
LET IT BE FURTHER RESOLVED, that the Passaic County Purchasing Agent is authorized to take all necessary action to carry out the purpose of this Resolution and initiate the competitive contracting process in compliance with N.J.S.A. 40A:11-1, et seq.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Administrator, Purchasing Agent, County Counsel, and Director of the Board are authorized to take all necessary action to carry out the purpose of this Resolution.
