RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, DIVISION OF PARA-TRANSIT TO ACCEPT GRANT FUNDS UNDER THE FFY2023 FEDERAL TRANSIT ADMINISTRATION SECTION 5310 FEDERAL GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Federal Transit Administration, under the Section 5310 Grant Program (hereafter “5310 Grant”), makes funds available to the State of New Jersey, through New Jersey Transit, to provide funding for the transportation of senior citizens and people with disabilities; and
WHEREAS, the 5310 Grant, administered by New Jersey Transit, strives to improve mobility for seniors and individuals with disabilities by funding programs planned and performed to meet the special transportation needs of these populations; and
WHEREAS, the County recognizes the need for and importance of securing equipment support transportation for its senior citizens and disabled residents; and
WHEREAS, the Department, Division of Paratransit, is requesting authorization for the acceptance of grant funds under the FFY2023 Federal Transit Administration (FTA) Section 5310 Federal Grant Program to provide transportation services for the elderly and individuals with disabilities throughout Passaic County; and
WHEREAS, Section 5310 award for FFY2023 funding is as follows:
Vehicle Award: One Extended Cutaway Low Floor
Operating Federal Award: Total Project $100,000.00
$50,000.00 (this amount represents 50% of the project award)
$50,000.00 (this amount represents County 50% local share)
WHEREAS, this grant is funded by New Jersey Transit; and
WHEREAS, the grant period is for FFY2023; and
WHEREAS, this matter was discussed at the December 2, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Director of the Department of Senior Services to accept grant funds under the FFY2023 Federal Transit Administration (FTA) Section 5310 Federal Grant Program to provide transportation services for the elderly and individuals with disabilities throughout the County of Passaic; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Senior Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
