RESOLUTION AUTHORIZING THE ALLOCATION OF GRANT FUNDS TO VARIOUS GOVERNMENTAL ENTITIES FOR THE PROVISION OF SENIOR TRANSPORTATION SERVICES TO THE ELDERLY AND RESIDENTS WITH DISABILITIES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (“Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Director of the Department is recommending the allocation of money from the County’s 2026 Casino Revenue and Title III grant funds to the following governmental entities providing senior transportation services to the elderly and residents with disabilities, in a total amount of one million eight hundred eighty-nine thousand eight hundred and six dollars ($1,889,806.00), as follows:
1. One hundred five thousand two hundred and three dollars ($105,203.00) to the City of Clifton, from grant funds accepted by the County by way of Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities, pursuant to a shared services agreement with the County;
2. Forty-four thousand nine hundred and eighty-two dollars ($44,982.00) to the City of Passaic, from grant funds accepted by the County pursuant to Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities, pursuant to a shared services agreement with the County; and
3. One million seven hundred thirty-nine thousand six hundred and twenty-one dollars ($1,739,621.00) to Para Transit of Passaic County, from grant funds accepted by the County pursuant to Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities.
WHEREAS, of the above-described amount to be allocated to Para Transit of Passaic County, the Director of the Department is recommending that forty thousand three hundred eighty dollars ($40,380.00) of such amount be distributed to the following governmental entities providing senior transportation services to and from municipal nutrition sites and the Passaic County Adult Day Care Program, as follows:
4. Twenty-four thousand nine hundred and sixty dollars ($24,960.00) to the City of Clifton, for the provision of senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program, pursuant to a shared services agreement with the County; and
5. Fifteen thousand four hundred and twenty dollars ($15,420.00) to the City of Passaic, for the provision of senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program, pursuant to a shared services agreement with the County; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 18, 2026, Health and Human Services Committee meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the allocation of money from the County’s 2026 Casino Revenue and Title III grant funds to the following governmental entities providing senior transportation services to the elderly and residents with disabilities, in a total amount of one million eight hundred eighty-nine thousand eight hundred and six dollars ($1,889,806.00), as follows:
1. One hundred five thousand two hundred and three dollars ($105,203.00) to the City of Clifton, from grant funds accepted by the County by way of Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities, pursuant to a shared services agreement with the County;
2. Forty-four thousand nine hundred and eighty-two dollars ($44,982.00) to the City of Passaic, from grant funds accepted by the County pursuant to Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities, pursuant to a shared services agreement with the County; and
3. One million seven hundred thirty-nine thousand six hundred and twenty-one dollars ($1,739,621.00) to Para Transit of Passaic County, from grant funds accepted by the County pursuant to Resolution No. R-25-724, for the provision of transportation services to the elderly and residents with disabilities.
LET IT BE FURTHER RESOLVED, that of the above-described amount allocated to Para Transit of Passaic County, that forty thousand three hundred eighty dollars ($40,380.00) of such amount shall be distributed to the following governmental entities providing senior transportation services to and from municipal nutrition sites and the Passaic County Adult Day Care Program, as follows:
1. Twenty-four thousand nine hundred and sixty dollars ($24,960.00) to the City of Clifton, for the provision of senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program, pursuant to a shared services agreement with the County; and
2. Fifteen thousand four hundred and twenty dollars ($15,420.00) to the City of Passaic, for the provision of senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program, pursuant to a shared services agreement with the County
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department and Director of the Board are authorized to take any action necessary to carry out the purposes of this resolution.
