RESOLUTION QUALIFYING AND AWARDING VARIOUS VENDORS TO PERFORM PSYCHOLOGICAL EXAMINATIONS TO ESTABLISH FITNESS FOR DUTY FOR THE PASSAIC COUNTY SHERIFF’S OFFICE IN CALENDAR YEAR 2027, RFQ-27-012, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Sheriff’s Office (hereinafter “PCSO”) requires vendors to perform psychological examinations to establish fitness for duty for the PCSO; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq. the Purchasing Agent issued RFQ-27-012, Psychological Examinations to Establish Fitness for Duty for Serving Personnel, Pre-Employment Psychological Evaluations and Psychological Re-Evaluations for the Passaic County Sheriff’s Office (hereafter “RFQ-27-012”) seeking qualifications for a pool of outside vendors for calendar year 2027, to be hired to provide professional services to the County; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the request for qualifications for a pool of outside psychological examiners for calendar year 2027 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on August 11, 2026, the bids were unsealed for RFQ-27-012 with three (3) vendors responding, namely Dr. Susan A. Funari, the Institute for Forensic Psychology and CFG Health Systems, LLC; and
WHEREAS, the qualifications of Dr. Susan A. Funari, the Institute of Forensic Psychology and CFG Health Systems, LLC, were reviewed by the PCSO and are being recommended for qualification by the Board to provide psychological examinations to establish fitness for duty for the PCSO during the calendar year 2027; and
WHEREAS, the PCSO is also recommending that contracts to perform psychological examinations to establish fitness for duty be awarded to Dr. Susan A. Funari with an appropriation of twenty thousand dollars ($20,000.00), the Institute of Forensic Psychology with an appropriation of five thousand dollars ($5,000.00) and CFG Health Systems, LLC with an appropriation of five thousand dollars ($5,000.00) to be used on an as needed basis; and
WHEREAS, the funds are in the 2027 PCSO Operating Budget or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2027 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was reviewed at the September 1, 2026, meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i) that the Board of County Commissioners of the County of Passaic is qualifying Dr. Susan A. Funari, the Institute of Forensic Psychology and CFG Health Systems, LLC to perform psychological examinations to establish fitness for duty for the Passaic County Sheriff’s Office in calendar year 2027 as recommended by the Passaic County Sheriff’s Office.
LET IT BE FURTHER RESOLVED, that the Board further authorizes contracts with an appropriation of twenty thousand dollars ($20,000.00) to Dr. Susan A. Funari, five thousand dollars ($5,000.00) to the Institute of Forensic Psychology and five thousand dollars ($5,000.00) to CFG Health Systems, LLC to be used by the Passaic County Sheriff’s Office for psychological examinations to establish fitness for duty on an as-needed basis.
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall publish on the County’s public notices webpage, a brief notice stating the nature, duration, service, and amount of the contracts to Dr. Susan A. Funari, the Institute of Forensic Psychology and CFG Health Systems, LLC and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
