RESOLUTION RATIFYING MEMORANDUM OF AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE INTERNATIONAL BROTHERHOOD OF TEAMSTERS, LOCAL NO. 11, REPRESENTING VARIOUS EMPLOYEES IN THE COUNTY’S DEPARTMENT OF HEALTH SERVICES, PURSUANT TO N.J.S.A. 34:13A-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the International Brotherhood of Teamsters, Local No. 11 (“IBT, Local No. 11”) is the designated bargaining unit for various employees in the County’s Department of Health Services; and
WHEREAS, the County and IBT, Local No. 11 are members to a Collective Negotiations Agreement (“Agreement”) that expired on December 31, 2025; and
WHEREAS, the County and IBT, Local No. 11 negotiated various amendments to the Agreement, covering the five-year period from January 1, 2026 to December 31, 2030, in good faith and in compliance with N.J.S.A. 34:13A-1, et seq.; and
WHEREAS, the County and IBT, Local No. 11 executed a Memorandum of Agreement (“MOA”), attached hereto and made part of this Resolution, setting forth the terms and conditions to be amended in the Agreement; and
WHEREAS, in accordance with N.J.S.A. 34:13A-1, et seq., a majority of IBT, Local No. 11’s membership ratified the MOA; and
WHEREAS, this matter was discussed at the February 11, 2026 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 34:13A-1, et seq., the Board of County Commissioners of the County of Passaic ratifies the attached Memorandum of Agreement between the County of Passaic and the International Brotherhood of Teamsters, Local No. 11, representing various employees in the County’s Department of Health Services.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
