RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO GENERAL RECREATION, INC., TO INSTALL INCLUSIVE PLAYGROUND FEATURES AT CAMP HOPE IN THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40A: 11-12, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County is a recipient of a grant from the State of New Jersey, Department of Environmental Protection, Green Acres Program under the Jake’s Law Inclusive Playground grant; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, General Recreation, Inc., submitted a competitive pricing under T0103-Park and Playground Equipment, Master Blanket Purchase Order #16-FLEET-00130, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, General Recreation, Inc., provided a proposal to the Director of the Department of Cultural & Historic Affairs, to install playground features that promote inclusive play at Camp Hope in the Township of West Milford, attached to and made part of this resolution; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs is recommending an award of contract to General Recreation, Inc. to install playground features that promote inclusive play at Camp Hope in the Township of West Milford, in an amount not to exceed six hundred fifty-four thousand five hundred dollars ($654,500.00); and
WHEREAS, this project is funded by the Jake’s Law grant from the State of New Jersey, Department of Environmental Protection, Green Acres Program; and
WHEREAS, funds are available in Account No. G-01-41-782-023-610 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed via email on February 21, 2024 by the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, et seq. that the Board of County Commissioners of the County of Passaic authorizes an award of contract to General Recreation, Inc., to install playground features that promote inclusive play at Camp Hope in the Township of West Milford, in an amount not to exceed six hundred fifty-four thousand five hundred dollars ($654,500.00), as recommended by the Director of the Department of Cultural & Historic Affairs.
LET IT BE FURTHER RESOLVED, that the Purchasing Agent, Clerk of the Board, and County Counsel are hereby authorized and directed to take such further actions and sign such documents as are necessary to effectuate the purpose of this Resolution, including but not limited to issuance of the appropriate Purchase Order.
