RESOLUTION AUTHORIZING A SUBSTANTIAL AMENDMENT TO THE PASSAIC COUNTY ANNUAL ACTION PLAN FOR FY 2024 TO PERMIT THE BOROUGH OF WOODLAND PARK TO CHANGE THEIR SCOPE OF WORK TO SANITARY SEWER IMPROVEMENTS ALONG MAPLE AVENUE AND TAFT AVENUE - PHASE 2 PURSUANT TO 24 CFR 91.105.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the U.S. Department of Housing and Urban Development (hereafter “HUD”) awarded the County of Passaic (hereafter “County”) a Community Development Block Grant (hereafter “CDBG”) and the grant award was duly accepted by the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”), on September 9, 2008, passed Resolution R-08-760 which adopted the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR 91.105, for the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board passed R-25-311 on May 25, 2025, authorizing the expenditure of grant award funds from the HUD for the Passaic County CDBG Program FY 2024, which made an allocation of seventy-five thousand dollars ($75,000.00) for the Woodland Park Community Center ADA Rehabilitation Project; and
WHEREAS, the Plan allows for a thirty (30) day period of review of the action to be taken by the Board on the substantial amendment to the CDBG FY 2024 Annual Action Plan and the change in scope of the work to the Sanitary Sewer Improvements along Maple Avenue and Taft Avenue - Phase 2 in the Borough of Woodland Park; and
WHEREAS, the Department published an advertisement on the Public Notices page of the County’s website, as well as on The Record and El Especialito, announcing the proposed Substantial Amendment of the CDBG FY 2024 Annual Action Plan and the change in scope of work to the Sanitary Sewer Improvements along Maple Avenue and Taft Avenue - Phase 2 in the Borough of Woodland Park; and
WHEREAS, no comments on the proposed amendment were received from the public; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has reviewed the scope of work for the Sanitary Sewer Improvements along Maple Avenue and Taft Avenue - Phase 2 in the Borough of Woodland Park and considers the project in the best interest of the residents of Passaic County and recommends the change in scope of work; and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on September 10, 2026, and was recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR, Section 91.105, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) hereby authorizes the Clerk to the Board and the Director of Economic Development to substantially amend the CDBG FY 2024 Annual Action Plan and change the scope of work to the Sanitary Sewer Improvements along Maple Avenue And Taft Avenue - Phase 2 in the Borough of Woodland Park.
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
