RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATION UNDER THE CONTRACT WITH RFS COMMERCIAL INC., FOR PURCHASE OF MUSEUM RUNNERS FOR USE IN LAMBERT CASTLE AND THE CARRIAGE HOUSE COMPLEX IN THE CITY OF PATERSON AND DEY MANSION IN THE TOWNSHIP OF WAYNE, PURSUANT TO N.J.S.A. 40A: 11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, RFS Commercial, Inc., submitted competitive pricing for G2005- Carpet and Floor Covering, Supplies and Installation- Statewide, Master Blanket Purchase Order 23-FOOD-47763, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-0653, authorizing an award of contract to RFS Commercial, Inc., for the purchase of flooring for museum runners in an amount not to exceed sixty-six thousand two hundred thirty-nine dollars and forty-six cents ($66,239.46); and
WHEREAS, the Director of Cultural and Historical Affairs is now recommending an increase in appropriation for the contract with RFS Commercial Inc., for the purchase of additional flooring for museum runners in an amount not to exceed two thousand three hundred seventy-eight dollars and fifty-eight cents ($2,378.58) with a new total award amount, as a result of the increase, in the amount of sixty-eight thousand six hundred eighteen dollars and four cents ($68,618.04); and
WHEREAS, funds are available in Account No. G-01-41-786-024-906, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the November 25, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby authorizes the increase in the appropriation for the contract with RFS Commercial, Inc., for the purchase of flooring for museum runners to be used in Lambert Castle and the Carriage House Complex in the City of Paterson and Dey Mansion in the Township of Wayne, in the increased amount of two thousand three hundred seventy-eight dollars and fifty-eight cents ($2,378.58) with a new total award amount, as a result of the increase, in the amount of sixty-eight thousand six hundred eighteen dollars and four cents ($68,618.04) as recommended by the Director of the Department of Cultural and Historic Affairs.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Passaic County Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
