RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, DIVISION OF WEATHERIZATION AND HOME ENERGY, TO APPLY FOR AND ACCEPT ADDITIONAL FUNDS FROM THE STATE OF NEW JERSEY, DEPARTMENT OF COMMUNITY AFFAIRS, FOR THE DEPARTMENT OF ENERGY 2023 WEATHERIZATION GRANT, PURSUANT TO N.J.S.A. 40A:5-30.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and
WHEREAS, the State of New Jersey, Department of Community Affairs, has informed the Division that it is eligible for the Department of Energy Weatherization 2023 Grant, in the amount of Four Hundred Eighty-Nine Thousand Fifteen and 00/100 ($489,015.00) Dollars for the grant period July 1, 2023 through June30, 2024; and
WHEREAS, the purpose of this program is to implement energy conservation measures in low-income households in Passaic County, thereby reducing their energy burden, and eligible participants include households whose income is at or below 200% of the Federal Poverty Level, by household size, as well as households meeting categorical eligibility criteria specified by the Weatherization Assistance Program; and
WHEREAS, this is an existing program presently administered by the Division, and the grant is federally fund; and
WHEREAS, there is no dollar match required to accept this award; and
WHEREAS, pursuant to Resolution R-23-0816, the Board authorizes the Division to apply for and accept funding in the amount of Four Hundred Eighty-Nine Thousand Fifteen ($489,015.00) Dollars for the grant period of January 1, 2023, through June 30, 2024; and
WHEREAS, the Division desires to amend the 2023 grant to accept $308,153.32 in additional funds, thereby raising the total grant award amount from $489.015.00 to $797,168.32.; and
WHEREAS, this matter was discussed at the January 16, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:5-30, the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the amendment to the application for such a grant and recognizes and accepts that the New Jersey Department of Community Affairs (hereafter “Department”) may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the Department, does further authorize the execution of any such grant agreement and also, upon receipt of the fully executed agreement from the Department does further authorize the expenditure of funds pursuant to the terms of the
agreement between the Board and the Department; and
LET IT BE FURTHER RESOLVED, that the persons whose names and titles appear below are authorized to sign all necessary documents on behalf of the County of Passaic, and authorizes the Director of the Board and Clerk of the Board and any other County Officials to execute the necessary agreements accordingly, and that they or their successors in said titles are authorized to sign the agreement and any other documents necessary in connection therewith:
