RESOLUTION AUTHORIZING A SERVICE AGREEMENT WITH ELITE EQUINE 3, LLC, TO CONDUCT HORSE ETIQUETTE AND HORSE-RIDING LESSONS IN COLLABORATION WITH THE PASSAIC COUNTY DEPARTMENT OF PARKS AND RECREATION, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, on December 30, 2019, the Board passed Resolution No. R20191187, authorizing a lease with Elite Equine 3, LLC d/b/a Elite Equine Group (hereafter “Elite Equine Group”) for the operation of the Garrett Mountain Reservation Equestrian Center
WHEREAS, the Director of the Department of Parks and Recreation is recommending that the Board approve a service agreement with Elite Equine Group, whereby the Elite Equine Group and the County collaborate in operating an eight-week program providing educational horsemanship lessons to County children aged 8-15 years old beginning April 15, 2024 through June 10, 2024 (hereafter “Program”); and
WHEREAS, the costs of the Program will be borne by participants, and the County will not be responsible for any payments to Elite Equine Group; and
WHEREAS, this matter was discussed at the March 27, 2024 meeting of the Public Works Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the service agreement with Elite Equine 3, LLC d/b/a/ Elite Equine Group to operate an eight-week program providing educational horsemanship lessons to County children aged 8-15 years old beginning April 15, 2024 through June 10, 2024 in collaboration with the Passaic County Department of Parks and Recreation.
LET IT BE FURTHER RESOLVED that the Clerk of the Board, County Counsel, Director of the Department of Parks and Recreation, and Director of the Board of County Commissioners of the County of Passaic are authorized to take any other steps necessary to carry out the purpose of this resolution.
