NEW HOPE COMMUNITY MINISTRIES A NJ NONPROFIT CORPORATION TO PROVIDE FOOD PANTRY AND FOOD DISTRIBUTION SERVICES TO COUNTY OF PASSAIC RESIDENTS IN CALENDAR YEAR 2024, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ. AND RFP-24-010

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1, et seq. authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, on June 27, 2023, the Board approved Resolution No. R-23-0616, authorizing competitive contracting to procure social services, case management and transportation services for individuals and families who are homeless and at risk of homelessness; and

 

WHEREAS, on November 22, 2023, the Passaic County Purchasing Agent issued RFP-24-010, Food Distribution Grant Administered by the County Department of Human Services (“RFP-24-010”), seeking qualified respondents to provide food distribution and food pantry services to the County in calendar year 2024; and

 

WHEREAS, on December 12, 2023, the Purchasing Agent unsealed responses to RFP-24-010 and documented the responses received in the tally sheet, attached hereto, and made part of this Resolution; and

 

WHEREAS, on January 5, 2024, a review committee was convened to evaluate and rank the proposals received in response to RFP-24-010 based on a methodology for the awarding of competitive contracts, which included technical, management and cost related criteria; and

WHEREAS, in a letter attached hereto and made part of this Resolution, the review committee recommended a contract award to CUMAC ECHO, Inc. to provide food distribution services to County residents in calendar year 2024, in an amount not to exceed seventy-three thousand five hundred dollars ($73,500.00), with four (4) one-year options to be exercised at the discretion of the Board, based on project performance, demonstrated need and availability of funding; and

 

WHEREAS, the review committee further recommended a contract award to CUMAC ECHO, Inc. and New Hope Community Ministries A NJ Nonprofit Corporation to provide food pantry services to County residents in calendar year 2024, in an amount not to exceed twelve thousand five hundred dollars ($12,500.00) for each vendor, with four (4) one-year options to be exercised at the discretion of the Board, based on project performance, demonstrated need and availability of funding; and

 

WHEREAS, funds are available in Account No. 4-01-27-160-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and

 

WHEREAS, this matter was discussed at the January 16, 2024, Health and Human Services Committee meeting, and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic authorizes a contract award to CUMAC ECHO, Inc. and New Hope Community Ministries A NJ Nonprofit Corporation for calendar year 2024, as follows:

 

1.                     Authorizing a contract award to CUMAC ECHO, Inc. to provide food distribution services to County of Passaic residents in calendar year 2024, in an amount not to exceed seventy-three thousand five hundred dollars ($73,500.00), with four (4) one-year options to be exercised at the discretion of the Board, in accordance with the terms and conditions set forth in RFP-24-010 and the vendor’s proposal.

 

2.                     Authorizing a contract award to CUMAC ECHO, Inc. to provide food pantry services to County of Passaic residents in calendar year 2024, in an amount not to exceed twelve thousand five hundred dollars ($12,500.00), with four (4) one-year options to be exercised at the discretion of the Board, in accordance with the terms and conditions set forth in RFP-24-010 and the vendor’s proposal.

 

3.                     Authorizing a contract award to New Hope Community Ministries A NJ Nonprofit Corporation to provide food pantry services to County of Passaic residents in calendar year 2024, in an amount not to exceed twelve thousand five hundred dollars ($12,500.00), with four (4) one-year options to be exercised at the discretion of the Board, in accordance with the terms and conditions set forth in RFP-24-010 and the vendor’s proposal.

 

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts awarded herein, and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, Executive Director of Human Services and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
