RESOLUTION AUTHORIZING THE DIVISION OF PARATRANSIT TO APPLY FOR A NEW JERSEY JOBS ACCESS REVERSE COMMUTE (NJ-JARC) GRANT FOR STATE FISCAL YEAR 2026, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and

 

WHEREAS, in 2014, New Jersey Transit responded to the discontinuation of the Federal Administration’s Job Access Reverse Commute Program by creating the New Jersey Jobs Access Reverse Commute Program (“NJ-JARC”), which mirrors the formerly federally funded program by awarding operating funds to public and non-profit agencies on a competitive basis for community shuttle services throughout the State of New Jersey; and

 

WHEREAS, the Department’s Division of Paratransit is requesting authorization to apply to New Jersey Transit for a NJ-JARC grant, which the Department advises will help to improve access to transportation services to employment and employment-related activities for welfare recipients and eligible low-income individuals, and transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities through Passaic County.

 

WHEREAS, a County match is required in an amount equal to or greater than the NJ-JARC grant amount awarded.

 

WHEREAS, this matter was discussed at the May 20, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Director of the Department of Senior Services to submit a grant application to New Jersey Transit for a New Jersey Jobs Access Reverse Commute Program grant.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Senior Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
