RESOLUTION AUTHORIZING A SECOND NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2023 WEST MILFORD ADA RETROFIT TO THE BUBBLING SPRINGS PARK RESTROOM UNTIL AUGUST 31, 2026

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, on September 5, 2023, the Board adopted Resolution 23-0847 accepting the CDBG FY 2023 Grant from USHUD and on September 26, 2023, adopted Resolution 23-0924 to allocate the grant funds; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2023 Annual Action Plan to the Township of West Milford (hereafter “Township”) for eighty thousand and 00/100 ($80,000.00) dollars for ADA improvements to existing facilities at the Bubbling Springs Park in the Township of West Milford; and
WHEREAS, the Township has notified the Division of Economic Development, see attached correspondence, that the Township has been delayed due to scheduling surrounding the use of the property and inclement weather pushing back the start of construction and is requesting that the CDBG FY 2023 Grant Award be extended for the second time to August 31, 2026, to permit the Township the time to complete the project; and
WHEREAS, this matter was discussed at the April 16, 2026, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents.
NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the second no-cost time extension of the Community Development Block Grant Program FY 2019 grant to the Borough of Woodland Park to August 31, 2026, as set forth above; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
