RESOLUTION QUALIFYING VENDORS AND AWARDING CONTRACTS FOR RFQ-25-069, EXPAND POOL PREAKNESS HEALTHCARE CENTER AGENCY CLINICAL STAFF FOR THE PERIOD JANUARY 1, 2025, TO DECEMBER 31, 2025, PURSUANT TO N.J.S.A. 40A:11-5(1).

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (hereafter “Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board and needs medical transportation for residents; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1), the Purchasing Agent issued RFQ-25-069, Expand Pool Preakness Healthcare Center Agency Clinical Staff (hereafter “RFQ-25-069”) to provide clinical staffing for residents of Preakness, as needed, for the period of January 1, 2025, through December 31, 2025, contingent upon 2025 budget; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, seeking qualifications for clinical staffing providers for calendar year 2025 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on December 24, 2024, the Purchasing Agent unsealed responses to RFQ-25-069 and Compu-Vision Consulting Inc., Amergis Healthcare Staffing, Inc., Penlight Health Corp., and Nursing Network, LLC submitted responsive proposals, as evidenced by the Tally Sheet, attached hereto and made a part of this Resolution; and
WHEREAS, BestNest Management LLC was not able to qualify at this time due to missing documents; and
WHEREAS, the responses to RFQ-25-069 were reviewed by the Evaluation and Review Committee, and Compu-Vision Consulting Inc., Amergis Healthcare Staffing, Inc., Penlight Health Corp., and Nursing Network, LLC are being recommended to the Board for qualification to provide clinical staffing for residents of Preakness, as needed, for the period of January 1, 2025 through December 31, 2025; and
WHEREAS, the Director of Preakness is recommending a contract award to Compu-Vision Consulting Inc., Amergis Healthcare Staffing, Inc., Penlight Health Corp., and Nursing Network, LLC to provide clinical staffing for residents of Preakness in an amount to be split with RFQ-25-041 and RFQ-25-062 for the period January 1, 2025, to December 31, 2025, contingent upon 2025 budget;
WHEREAS, funds are available in Account No. 5-01-27-172-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the January 14, 2025, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1), the Board of County Commissioners of the County of Passaic hereby qualifies and awards contracts under RFQ-25-069 to Compu-Vision Consulting Inc., Amergis Healthcare Staffing, Inc., Penlight Health Corp., and Nursing Network, LLC to provide clinical staffing to residents of Preakness Healthcare Center for the period January 1, 2025 to December 31, 2025. in an amount to be split with RFQ-25-041 and RFQ-25-062, contingent upon 2025 budget; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract awarded to Compu-Vision Consulting Inc., Amergis Healthcare Staffing, Inc., Penlight Health Corp., and Nursing Network, LLC and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
