RESOLUTION AMENDING RESOLUTION NO. R-26-45 AUTHORIZING AN INCREASE IN APPROPRIATION TO PROVIDERS OF MEDICAL TRANSPORTATION SERVICES UNDER RFQ-25-031, PURSUANT TO N.J.A.C. 5:30-11.6

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., the Passaic County Purchasing Agent issued RFQ-25-031, Medical Transportation for Preakness Healthcare Center (“RFQ-25-031”), seeking qualifications for a pool of medical transportation providers to serve Preakness residents on an as-needed basis during calendar year 2025, responses to which were received on October 17, 2024; and
WHEREAS, on November 18, 2024, the Board passed Resolution No. R-24-1021, qualifying and awarding contracts under RFQ-25-031 to Pulse Medical Transportation Inc.; TLC Mobile Health; and Rapid Response EMS LLC, for the provision of medical transportation services to Preakness residents during the 2025 calendar year, for a total amount not to exceed forty thousand dollars ($40,000.00); and
WHEREAS, on January 27, 2026, the Board passed Resolution No. R-26-45, authorizing an increase in appropriation for the above-described contracts by an amount not to exceed thirty thousand dollars ($30,000.00), resulting in a new total contract amount not to exceed seventy thousand dollars ($70,000.00) during the 2025 calendar year; and
WHEREAS, Resolution No. R-26-45 erroneously indicated that the above-described increase in appropriation was for the County’s contracts with Pulse Medical Transportation Inc.; TLC Mobile Health; and Rapid Response EMS LLC, when it should have only specified Pulse Medical Transportation Inc. and TLC Mobile Health.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.A.C. 5:30-11.6, the Board of County Commissioners of the County of Passaic amends Resolution No. R-26-45 only to clarify that the increase of appropriation authorized therein is only for the contracts with Pulse Medical Transportation Inc. and TLC Mobile Health under RFQ-25-031, Medical Transportation for Preakness Healthcare Center.
LET IT BE FURTHER RESOLVED, that all other terms and conditions set forth in Resolution No. R-26-45, to the extent not inconsistent with this Resolution, are hereby ratified and shall remain in full force and effect.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Preakness, Purchasing Agent, and the Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
