RESOLUTION AUTHORIZING EXECUTION OF A LOGISTICS LETTER BETWEEN THE PASSAIC COUNTY DEPARTMENT OF HEALTH SERVICES AND THE NJ COMMISSION FOR THE BLIND AND VISUALLY IMPAIRED (PROJECT BEST) FOR EYE SCREENINGS AT THE COUNTY’S HOMELESS CONNECT DAY, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 Municipalities in the County; and

 

WHEREAS, the Department will be hosting a Homeless Connect Day, scheduled for Wednesday, April 8, 2026, from 10:00 a.m. to 2:00 p.m., at the Calvary Baptist Church at 575 E 18th Street in Paterson, where a variety of services and support will be offered to individuals who are unhoused or experiencing housing insecurity; and

 

WHEREAS, for the purpose of offering eye screening services to participants in the above-described Homeless Connect Day, the Health Officer/Director of Department is requesting authorization to execute the attached Logistics Letter with the State of New Jersey, Department of Human Services, Commission for the Blind & Visually Impaired (“CBVI”), which will enable CBVI to provide eye screening services at the event as part of its Project BEST program; and

 

WHEREAS, this matter was discussed at the March 11, 2026, meeting of the Health and Human Services Committee and being recommended to the Board for approval.

 

NOW THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic hereby authorizes the Director of the Department to execute the attached Logistics Letter, which is made a part of this Resolution, with the New Jersey Commission for the Blind & Visually Impaired, which will enable CBVI to provide eye screening services through its Project BEST program at the County’s Homeless Connect Day, scheduled for Wednesday, April 8, 2026.

 

LET IT BE FURTHER RESOLVED that the Director of the Board, Clerk to the Board, County Counsel, and the Director of the Department are hereby authorized to take any other action necessary to carry out the purpose of this Resolution.
