RESOLUTION AMENDING RESOLUTION NO. R-26-0624, WHICH EXERCISED THE FIRST ONE-YEAR OPTION TO RENEW VARIOUS CONTRACTS UNDER RFP-25-025, TO MODIFY THE AMOUNTS ALLOCATED TO THESE CONTRACTS BASED ON ACTUAL GRANT FUNDING ALLOCATIONS RECEIVED BY THE COUNTY, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, pursuant to Resolution R-25-822, dated September 9, 2025, the Board authorized award of contracts to Paterson Public Schools for WIOA Out-of-School Youth (NJYCC) and to St. Paul’s Community Development Corp. for WIOA Out-of-School Youth (County-Wide) under RFP-25-025, from July 1, 2025, to June 30, 2026, with the County retaining three (3) one-year options to renew; and

 

WHEREAS, pursuant to Resolution No. R-26-0624, dated July 14, 2026, the County exercised its first one-year option to renew the above-described contracts under RFP-25-025, from July 1, 2026 to June 30, 2027, with the amounts specified for such contracts contingent upon the County’s receipt of state and/or federal grant funding awards for this purpose; an

 

WHEREAS, the Director of the Department has advised that, based on the actual amount of state and/or federal grant funding awarded to the County for the above-described contracts under RFP-25-025, it is necessary to amend Resolution No. R-26-0624 to modify the amounts allocated to these contracts for the term from July 1, 2026, to June 30, 2027; and

 

WHEREAS, funds are available in Account No. G-01-41-722-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, this matter was discussed at the July 29, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby amends Resolution No. R-26-0624 to modify the allocation for each of the following contracts under RFP-25-025 during the first option year from July 1, 2026, to June 30, 2027, based on the actual amount of state and/or federal grant funding awarded to the County for these contracts, to the following amounts:

 

                     Paterson Public Schools for WIOA Out-of-School Youth (NJYCC) - $256,960.00

                     St. Paul’s Community Development Corp. for WIOA Out-of-School Youth (County-Wide) - $170,000.00

 

                     LET IT BE FURTHER RESOLVED, that the Director of the Department, Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
