RESOLUTION AUTHORIZING AN APPROPRIATION OF $420,000.00 TO THE PASSAIC COUNTY AFFORDABLE HOUSING CORPORATION FOR CONSTRUCTION, INSPECTION AND MANAGEMENT SERVICES FOR THE 519 RINGWOOD AVENUE VETERANS HOUSING REDEVELOPMENT PROJECT, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and 

 

WHEREAS, the Passaic County Affordable Housing Corporation (“PCAHC”) is seeking to build a multi-family rental housing project, comprised of approximately fifty-one (51) bedroom units, exclusively for use by low- and moderate-income senior citizen households, with preference for veterans and residents of the Borough of Pompton Lakes; and

 

WHEREAS, on February 2, 2024, the Board passed Resolution No. R-24-28, authorizing the Passaic County Purchasing Agent to advertise and receive bids for the 519 Ringwood Avenue Veterans Housing Redevelopment Project on behalf of the PCAHC; and

 

WHEREAS, on February 21, 2024, the Purchasing Agent issued RFQ-24-063, Construction Inspection & Management Services for Passaic County Affordable Housing Corporation, 519 Ringwood Avenue Housing Redevelopment Project located at 519 Ringwood Avenue, Borough of Pompton Lakes, Passaic County (“RFQ-24-063”), seeking qualifications for all necessary construction, inspection and management services for the 519 Ringwood Avenue Veterans Housing Redevelopment Project; and

 

WHEREAS, on April 3, 2024, the PCAHC passed Resolution No. PCAHC 2024-3, attached hereto and made part of this Resolution, authorizing a contract award to A&A Construction Management & Consultants, Inc. for construction, inspection and management services for the 519 Ringwood Avenue Veterans Housing Redevelopment Project, in an amount not to exceed four hundred twenty thousand dollars ($420,000.00), in accordance with RFQ-24-063; and

 

WHEREAS, the Passaic County Administrator is recommending to authorize an appropriation, in an amount not to exceed four hundred twenty thousand dollars ($420,000.00), to the PCAHC for construction, inspection and management services for the 519 Ringwood Avenue Veterans Housing Redevelopment Project, and

 

WHEREAS, funds are available in Account No. 4-01-44-900-003-001, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and

 

WHEREAS, this matter was discussed at the March 27, 2024 Administration & Finance Committee meeting, and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes an appropriation to the Passaic County Affordable Housing Corporation for construction, inspection and management services for the 519 Ringwood Avenue Veterans Housing Redevelopment Project, in an amount not to exceed four hundred twenty thousand dollars ($420,000.00).

 

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Administrator, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
