RESOLUTION APPOINTING AND REAPPOINTING MEMBERS TO THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD, PURSUANT TO THE WORKFORCE INNOVATION AND OPPORTUNITY ACT OF 2014

                     WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board established the Passaic County Workforce Development Board (“Workforce Development Board”) to develop and submit a comprehensive four-year local plan, and other conditions as stated therein, to aid in workforce development activities in the County; and

 

                     WHEREAS, according to Section 107 of the Workforce Innovation and Opportunity Act of 2014, at a minimum, (a) a majority of the members of each local board shall be representatives of business in the local area; (b) no less than twenty percent (20%) of the members of each local board shall be representatives of the workforce within the local area; (c) each local board shall include representatives of entities administering education and training activities in the local area; (d) representatives of governmental, economic and community development entities serving the local area; and such other individuals or representatives of entities as the chief elected official in the local area may determine appropriate; and  

 

WHEREAS, on March 8, 2022, the Board passed Resolution No. R-22-0167, reappointing Alan E. Concha to the Workforce Development Board for a three (3) year term, beginning March 25, 2022 and expiring March 24, 2025; and

 

WHEREAS, on March 22, 2022, the Board passed Resolution No. R-22-0210, appointing John DePalma to the Workforce Development Board for a three (3) year term, beginning March 22, 2022 and expiring March 21, 2025; and

 

WHEREAS, on May 24, 2022, the Board passed Resolution No. R-22-0402, appointing Patrick Glover and Ira Stern to the Workforce Development Board, each for a three (3) year term, with their respective terms as follows: June 7, 2022 - June 6, 2025, and June 11, 2022 - June 10, 2025; and

 

WHEREAS, on July 19, 2022, the Board passed Resolution No. R-22-0625, appointing Edmund O’Donnell to the Workforce Development Board for a three (3) year term, beginning June 22, 2022 and expiring June 21, 2025; and

 

WHEREAS, on January 24, 2023, the Board passed Resolution No. R-23-0030, reappointing Carolyn S. McCombs to the Workforce Development Board for a three (3) year term, beginning March 10, 2023 and expiring March 9, 2026; and

 

WHEREAS, on April 23, 2024, the Board passed Resolution No. R-24-350, reappointing Deborah Hoffman to the Workforce Development Board for a three (3) year term, beginning March 9, 2024 and expiring March 8, 2027; and

 

WHEREAS, on September 24, 2024, the Board passed Resolution No. R-24-808, appointing Hollis Nelson to the Workforce Development Board for the unexpired term of Harvey Nutter, beginning September 24, 2024 and expiring March 8, 2025; and

 

WHEREAS, the Executive Director of the Workforce Development Board is recommending that Alan E. Concha, Hollis Nelson, John DePalma, Patrick Glover, Ira Stern, and Edmund O’Donnell, each be reappointed to the Workforce Development Board for a three (3) year term, in compliance with the Workforce Innovation and Opportunity Act; and

 

WHEREAS, the Executive Director of the Workforce Development Board is also recommending the following appointments to the Workforce Development Board:

 

1.                     Appointing Rev. Dr. William O. Henry to the Workforce Development Board for the unexpired term of Carolyn S. McCombs, commencing February 12, 2025 and expiring March 9, 2026;

 

2.                     Appointing Tiffany Harris-Delaney to the Workforce Development Board for the unexpired term of Deborah Hoffman, commencing February 12, 2025 and expiring March 8, 2027; and

 

3.                     Appointing Quayshaela Davis to the Workforce Development Board for a three (3) year term, commencing March 9, 2025 and expiring March 8, 2028; and

 

                     WHEREAS, this matter was discussed at the February 12, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board of County Commissioners of the County appoints the following members to the Passaic County Workforce Development Board:
