RESOLUTION AUTHORIZING A THIRD NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BOROUGH OF BLOOMINGDALE FY 2022-23 SENIOR CENTER FLOOR RECONSTRUCTION UNTIL DECEMBER 31, 2025.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted Resolution R-22-0618 on June 28, 2022 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred six thousand seven hundred ninety one and 00/100 ($906,791.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2022; and
WHEREAS, the Board adopted Resolution 22-0820 on September 6, 2022, accepting the CDBG FY 2022 grant from USHUD and adopted Resolution 22-0889, on September 27, 2022, to allocate the grant funds; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2022 Annual Action Plan to the Borough of Bloomingdale (hereafter “Borough”) for ninety thousand and 00/100 ($90,000.00) dollars for ADA ramps; and
WHEREAS, the Board adopted Resolution R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2023 Annual Action Plan via Resolution R-23-0644 on June 27, 2023 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred sixty-five thousand eight hundred forty-eight and 00/100 ($965,848.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2023; and
WHEREAS, the Board adopted Resolution No. R-25-778 authorizing a first no-cost time extension of the Community Development Block Grant Program FY 2022 Senior Center Floor Reconstruction Project until December 31, 2025; and
WHEREAS, the Board adopted Resolution No. R-23-0847 on September 5, 2023, accepting the CDBG FY 2023 Grant from USHUD and on September 26, 2023, adopted Resolution 23-0924 to allocate the grant funds; and
WHEREAS, on March 12, 2024, the Board adopted Resolution No. R-24-226 authorizing a substantial amendment to the Passaic County Annual Action Plans for FY 2022 and FY 2023 to permit the Borough of Bloomingdale to change their scope of work to the reconstruction of the Bloomingdale Senior Center Floor; and
WHEREAS, the Board adopted Resolution No. R-25-927 authorizing a no-cost time extension of the Community Development Block Grant Program FY 2022-23 Senior Center Floor Reconstruction Project until December 31, 2025; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached correspondence, that the Borough requires additional time for the project due to delays in preparation of bid documents and in securing adequate funds to support the completion of the project and has requested that the CDBG FY 2022 and FY 2023 grant awards be extended to August 31, 2026 to permit the Borough time to complete the project; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents; and
WHEREAS, this matter was discussed at the November 25, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes a third no-cost time extension of the Community Development Block Grant Program FY 2022-23 grant awards to the Borough of Bloomingdale to August 31, 2026; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
